As stipulated by authoritative governing bodies within the European Union, Luxembourg has adopted the Euro as its national currency. Since there is no Citizenship by Investment program, to obtain Luxembourgish citizenship, birth, descent, or naturalization are the only viable options currently available. To qualify for naturalization, foreign residents should fulfill a five-year residency requirement and exhibit fluency in Luxembourgish. Foreigners with a clear criminal record can benefit from long-term residency permits or visas that could lead to naturalization.

Recidency By Investment:

Investors can obtain Luxembourg residency permits in one of four ways as outlined below:

  1. Investment in an existing company:
  2. Invest at least 500,000 euros in a registered company in existence in Luxembourg.
  3. Commit to keeping the investment for at least five years.
  4. Obtain approval from the Minister of Economy.
  5. Investment in a newly created company:
  6. Invest at least 500,000 euros in a newly-created company with its head office registered in Luxembourg.
  7. Commit to the creation of at least five jobs within three years.
  8. Obtain approval from the Minister of Economy.
  9. Investment in an investment and management structure:
  10. Invest at least 3 million euros in a new or existing investment and management structure with a registered head office in Luxembourg.
  11. Maintain a suitable local structure.
  12. Obtain approval from the Minister of Finance.
  13. Deposit in a Luxembourg financial institution:
  14. Deposit at least 20 million euros in a Luxembourg financial institution.
  15. Maintain the investment for a minimum of five years.
  16. Obtain approval from the Minister of Finance.

Real estate investments are not considered eligible for obtaining a residency permit.

The initial residency permit is issued for three years and is renewable for three years, covering the investor’s spouse and children. The processing time for applications is typically three months.

Exceptions exist for third-country nationals who already hold a long-term residency permit in another EU member state and have investor authorization to stay in Luxembourg before entering the country. In such cases, the third-country national can request a long-term residence permit, valid for five years.

A residency permit gives investors access to visa-free entry to Schengen countries and citizenship after five years of residence in Luxembourg. Dual citizenship is allowed.

Performance Guarantee:

As previously stated, Citizenship by Investment program is currently unavailable in Luxembourg. Consequently, there are no quantifiable commitments for investments made toward acquiring citizenship in Luxembourg.
